The Barcelona City Council has reported an increase in the payment percentage for almost all types of fines related to the Pla Endreça, reaching an average collection rate of 58.5% during the first quarter of 2025, compared to the 54.2% recorded in the first half of 2023 when the plan was first implemented.
The council stated in a press release on Thursday that the three most common types of fines – public consumption of alcohol, bicycles and personal mobility vehicles (VMP), and motorcycle parking on sidewalks – have a voluntary payment rate of over 60%.
Another highlight is the rise in fines for dumping debris, increasing from 12% in the early stages of the Plan to the current 46%.
Additionally, the council’s data shows that fines related to alcohol consumption and the use of bicycles and VMPs account for 66% of all complaints, totaling over 25,000.
Furthermore, it was emphasized that the improvement in the voluntary payment rate is a key factor in the effectiveness of fines, as the council has confirmed a «null or very low» rate of repeat offenders.
«The Pla Endreça is about taking care of public spaces, and collecting fines is the responsibility of the City Council to ensure the citizens’ right to clean streets,» said 4th Deputy Mayor Jordi Valls.
