The Barcelona City Council has initiated the process of developing the new plan for sexual and gender diversity, which must keep the city as a leader in human rights and the fight against discrimination. During the reception of the representatives of the LGTBI group in the city, on the occasion of International Pride Day, Vice President Maria Eugènia Gay announced the call for LGBTI collective dialogues, which will serve to diagnose the situation of the LGBTI community in the city of Barcelona and the priorities for designing the policies of the new plan.

The second mayor, Maria Eugènia Gay, highlighted «the essential role that the LGBTBI group plays as a driver of social transformation and as an inseparable part of a city model that rejects all forms of exclusion and always aims for a more full and just idea of citizenship.» The collective dialogues initiate a process that will be completed through a new plan for gender and gender diversity in the city, which «is reflected in accumulated learning, but is oriented towards the future with the desire to overcome inertia, to reinforce achievements, and to open new ways of institutional recognition,» she said.

On the other hand, the LGBTI Policy Commissioner, Javier Rodríguez, said that «the dialogues aim to complete the collective construction of the LGBTI plan with contributions from citizens.» We focus on some of the issues that will be addressed in the plan, but without losing sight of the overall challenges of the collective.

The dialogues are the first step to initiate the new document, promoted by the Directorate of Feminism and LGTBI Services, which will continue the measures proposed by previous Municipal plans for Lesbian, Gay, Transsexual, and Bisexual Collective (2010-2015) and the Municipal Plan for Sexual Diversity and Gender Measures. A novelty to continue promoting the promotion of gender perspective and in the defense of LGBTI rights, both within the municipal organization and in the city.

In this sense, the six LGBTI dialogues aim to create spaces for debate dedicated to specific issues related to political priorities in the field of sexual and gender diversity. All sessions will have the participation of representatives of the LGTBI group and entities that will offer proposals for the new plan.

The topics scheduled for the six collective dialogue sessions are: women, youth, intersex, elderly, hate, and health and leisure discourses.

The Discrimination Office opened 276 files in 2024

The Discrimination Office is a municipal service created in 1998 to accompany people who suffer discrimination, provide comprehensive care to affected victims, and work to raise awareness of the human rights of the citizens of Barcelona. In 2024, it opened a total of 276 discrimination files, of which 94 were files for support situations for affected victims of racism and xenophobia, and 71 files for discriminating LGTbiphobia.

Based on the main functions of the LGTBI protocol, the ODI coordinates with the LGTBI Center, and the LGTBIPHOBIA Observer (OCL) works on detecting, supporting, and assisting affected individuals with a rights-based approach, avoiding revictimization, activating available resources, and building alliances to create a culture of rights.

LGTBI Center

More than 11,000 people participated in the activities organized by the Municipal LGTBI Center, managed by the LGTBI entities platform of Catalonia.

The information service participated in a total of 5,711 inquiries, mostly to register for center activities and also to request an appointment for the reception service.

Throughout 2024, the Support service assisted a total of 777 people (16% more than in 2023).
