El Parlament votarà la modificació de la Carta municipal de Barcelona

The Parliament will vote on Wednesday in the plenary session on the modification of the Municipal Charter of Barcelona and will discuss the modification of two other laws, one to guarantee the legal capacity of people with disabilities and another for LGTBI rights.

After the usual control session, three members of the Governing Board of the Catalan International Institute (Iring) will be appointed to fill the current vacancies and will continue to discuss and vote on whether to process the modification of the municipal card for a single reading.

This modification, negotiated by the government with the Barcelona City Council, aims to update Law 22/1998 to adapt it to the reforms of the basic legislation of local government and provide legal security to the changes and modernization that have occurred in the organization of the municipality.

If the plenary approves its express processing, a deadline will be opened for groups to show changes to the entirety or articles of the initiative, and at the next plenary session, the final debate can take place.

### The law against homophobia

Likewise, this Wednesday, the plenary will have a second full debate on the proposal to modify Law 11/2014 to guarantee the rights of LGTBI people and eradicate homophobia, biphobia, and transphobia.

The proposal updates the sanction regime and incorporates as very serious crimes the aversion or conversion therapies, which aim to change sexual orientation or gender identity and spread discourses through social networks.

An intersectional vision is also added to the text to reinforce the protection of migrants, racialized individuals, and refugees within the community.

### Civil Code

The other law to be discussed is the modification of the Civil Code of Catalonia, to ensure that people with disabilities can exercise their legal capacity.

The text eliminates the figure of legal protection by third parties, which is limited to defenseless and non-emancipated minors.

Both laws, after the debate, will continue with their parliamentary process, as no group has presented changes to the set.
