Reactivada la Comissió Bilateral després de 3 anys

The Catalan government and the central government will reactivate the bilateral commission between the two executives on Monday, after three years since the last meeting in February 2022, even though the statute states that it should be convened twice a year.

The Bilateral Commission Generalitat – State is the main administrative cooperation body and will meet on Monday at the Palau de la Generalitat, the same day as the Transfer Commission meeting, which has not met since November 2010.

The two commissions will be led by the Minister of the Presidency of the Generalitat, Albert Dalmau, and the Minister of Territorial Policy, Ángel Víctor Torres, and will start at 12:30 p.m.

Compliance with the research agreements

The agreements that will be closed both in the Bilateral Commission and in the Transfer Commission are related to compliance with research agreements and also with the government’s own agenda, according to sources from the Catalan government to Europa Press.

Some of the most relevant issues that will be addressed in these meetings will be related to security, justice, and the promotion of new tools for the development of state investments in Catalonia, among others.

Likewise, the two governments are also working on a «significant agreement for the operation of municipalities, to solve the lack of secretaries and auditors.»

«A new stage of dialogue»

In this sense, the same sources ensure that resuming bilateral commissions means «opening a new stage of dialogue and agreement» and that the Generalitat’s will is to maintain these spaces in a stable and permanent manner.

In similar terms, sources from the Ministry of Territorial Policy at Europa Press speak out, highlighting the normalization of institutional relations with Catalonia, while highlighting the «New era of collaboration, co-governance, and self-government.»

Before starting the bilateral meetings, the President of the Generalitat, Salvador Illa, will meet at noon with Minister Torres at the Palau de la Generalitat.

At the same time, Dalmau will meet at 8:30 a.m. with parliamentary groups and at 9:30 a.m. with representatives of Foment, Pimec, UGT, CC.OO., Catalan Association of Municipalities (ACM), and Federation of Municipalities of Catalonia (FMC) to discuss the content of the agreements with the government.

Unique financing

The meetings will take place within the framework of bilateral meetings between the executives of Salvador Illa and Pedro Sánchez, and after the infrastructure bilateral agreement reached last Monday on the creation of the joint company that will operate the Rodalies network.

Next Friday, February 28, the last of these bilateral meetings will take place, the Commission on Economic and Fiscal Affairs, where the unique financing of Catalonia will presumably be addressed.

The Commission will be chaired by the Minister of Economy and Finance of the Generalitat, Alícia Romero, and the Secretary of State for Finance, Jesús Gascón.
