The Government of Catalonia is working on more than 170 procedures and services with the aim of streamlining them, reducing bureaucracy, and improving citizen attention. It is expected that the process will be completed by June of next year.
Ten Priority Citizenship Procedures Shock Plan
Last November, a first shock plan was activated to redesign the ten digital procedures with the most impact on citizens and almost 660,000 requests per year.
Of these, eight are already in an advanced improvement phase, such as the reinforcement of professionals, task automation, and other improvements. They are:
MOVES III (electric vehicles and charging points) and grants for renewables in self-consumption and storage. 59,798 requests. To streamline the process, 82 professionals have been hired and mechanisms have been automated. Payment terms are expected to be reduced to 6 months.
In the case of MOVES III, a personalized dispatch was sent to all pending requests with all the information on the status of the procedure.
Homologation and validation of non-university foreign studies. 16,000 pending accumulated requests. 20 professionals were hired, with their support, over 9,000 of the 16,000 pending cases have already been resolved.
The second was to enable a new procedure in the corporate handler. In addition, tests are being carried out to incorporate AI in the verification of the documentation submitted by citizens to be homologated.
Single-parent and large family title. In 2024, 26,846 single-parent family records were processed, with an average resolution time of 20 days, and 63,094 large family records, with an average resolution time of 30 days. Resolution times are already adequate, but improvements are being introduced to reduce face-to-face attention: since June, the certificate can already be generated online from the Private Area; and require fewer documents and data.
Recognition of the degree of disability. As of December 31, 2024, the average resolution time for requests was 360 days. There were 165,085 pending assessment requests. Changes have already been made, and more are in progress to reduce the process by 120 days.
Recognition of the situation of dependency and provision and/or service. The average resolution time for requests is 326 days. With the aim of reducing the process by 90 days, various measures are being worked on.
Non-contributory pension (PNC) for disability or retirement. It has an average resolution time of 108 days. The retirement PNC has an average resolution time of 44 days. Only 22% of requests are processed online. With the redesign of the process, an 18% reduction in the resolution time of the disability PNC will be achieved. Reduce the number and amount of undue payment files with the development of a system of death notices.
Guaranteed citizenship income. New requests are resolved in an average of 74 days. For modifications, an average of 207.92 days is required. At the beginning of 2025, there were 72,966 pending processing procedures in active files, and by May 2025, there are 56,439 left. In order to carry out a more efficient management of these tasks, during this year, the resolution team will be reinforced with a hundred professionals – 60 are already operational.
Aid for the international mobility of students. Economic subsidies aimed at facilitating the participation of students in international mobility programs, such as Erasmus+ or others. In the 2024-25 academic year, 4,731 records were resolved. Difficulties are detected in understanding the process, errors in the documentation provided and with the form, excess documentation required, and bottlenecks in the administrative procedure for reviewing the documentation.
Throughout the remainder of 2025, progress will be made in the redesign of aid and subsidies for rent, and access and pre-registration at the university.
Other Shock Plans
Two more shock plans were added: one with ten priority procedures for companies, and another with eleven more priority procedures for agriculture.
In total, there are 31 procedures in three key areas. It is expected that by the end of this year, they will all have been redefined and improved.
