The government reiterates its commitment to achieving a banking license for the ICF

The President of the Generalitat, Salvador Illa, has stated that governments must consider the public interest in their decisions and policies, referring to the government’s decision on Tuesday regarding the public takeover offer from BBVA to Banco Sabadell.

He made these remarks on Wednesday at the celebration of the 40th anniversary of the Catalan Institute of Finance (ICF), an event opened by Licia Romero, the CEO, Vanessa ServerA; the Director General of Grup Boix, Carles Martí, and the Director General of Etecnic, Ramona Martínez.

Minister Miquel Sàmper was also present; Former President of the Generalitat Jordi Pujol, former ministers Jaume Giró, Natàlia Mas, and Joan Ignasi Elena; Banco Sabadell’s President, Josep Oliu, and Pimec’s President, Antoni Cañete, among others.

Illa pointed out that the financial system is private but heavily regulated «because it is very delicate,» giving the example of the decision that allows the hostile takeover bid described by Illa.

«Regulation must ensure that the private sector works in the interest of the general public,» he said, adding that it should address issues such as competition, territorial coverage, and employment.

He also noted that the ICF, as a public development bank, must consider aspects beyond financial profitability, focusing on social returns, medium and long-term projects, or showing «special sensitivity» in times of difficulty.

Banking License

Illa recalled that the government is working to ensure that the ICF obtains the Banking tab, which would allow it to operate as a commercial bank.

He said it is «very difficult, it is a complicated path,» but he pointed out that the majority of the Parliament supports advancing towards this goal.

Therefore, he indicated that the government «is willing to work to take another step so that the ICF can provide a broader and better service.»
