Excludes two launches from Diplocat: Albert Royo and Rosa Clavelll

The Provincial Court of Barcelona has granted amnesty to nearly 40 former officials of the former president of the Generalitat Carles Puigdemont and the businessmen who allegedly participated in the preparations for the illegal referendum on 1-O and the internationalization of the «process,» as requested by the prosecution.
In the car, to which Europa Press has had access, excludes two launches from Diplocat-Albert Royo and Rosa Clavell, who the Prosecutor’s Office considers to be alleged authors of an administrative malfeasance offense in order to secure a cleaning and auditing contract.
Among the investigations to which the amnesty law has been applied were the former director general of the Generalitat, Jaume Clotet; the former president of the Corporation of Media of Catalonia, Núria Llorach; the former director of TV3, Vicent Sanchis, and the former director of Catalunya Ràdio, Saül Gordillo.
Also, the former government delegate to the European Union, Amadeu Altafaj, and the former comptroller of the Generalitat, Rosa Vidal.
Unification into a single case
Judge Alejandra Gil, head of the 13th Instruction Court of Barcelona, at the end of the instruction on the first procedure against around thirty businesses and journalists for their alleged involvement in the preparations for the 1-O referendum, sent the case to trial to issue the summary conclusion.
This occurred before a second case that was instructed at the 18th Instruction Court, related to the grant of direct public subsidies, avoiding the advertising requirements reaching instruction 13, and both were unified into one.
Regarding the crimes investigated at the 13th Instruction Court, the Barcelona Court concludes that it must «declare amnesty for all the crimes for which this case has been followed in relation to the accused, including the misappropriation of public funds.»
This law also applies to the crimes initially investigated by the 18th Instruction Court, which investigated the then Department of Institutional and External Affairs and Relations and Transparency, Raül Romeva.
Also, to the Secretary of Foreign Affairs and the EU, Roger Albinyana Saigi; the Secretary General of Diplocat, Albert Royo, and the Director of Services of the Presidency Department, Teresa Prohias.
Regarding the acts attributed to them, the Barcelona court considers them to involve «a distribution of behaviors clearly aimed at internationally promoting the independence project,» as well as preparing for its achievement, so they are protected by the amnesty law.
As for Albert Royo and Rosa Clavell, it states that the acts attributed to them are «apparently typical» of a malfeasance offense and that the 3 accusations were in favor of continuing the case against them when it is considered that they have no relation to the independence process.
Amnestied acts
Among the amnestied acts are the hiring of a report on new international defense systems by the Presidency Department before the assumption that Catalonia would achieve independence in the future and become an independent state.
Also, the leasing of a coworking space in Brussels or the payment for a report to a sociology professor on the different instruments of international cooperation between Spain and Catalonia in case the latter achieved independence.
It also includes the hiring of two doctrinal reports on multilateral treaties involving Spain and on the procedures a new state must follow to join international organizations.
